Shopify store development sounds like a job title. For a first-time founder it usually means: can someone turn my products into a store people can pay on, without the theme falling apart on a phone?

You can launch on a Shopify theme without writing code. Development starts when the theme cannot do the page or the buying step you need. Write those needs down before you hire. Payments in India still need a gateway such as Razorpay, Cashfree or PhonePe.
What you are actually launching
A Shopify store is a hosted admin, a theme (the look and templates), your products, and a way to take money. Shopify runs the servers. You (or a developer) decide what shoppers see on home, collection, product, cart and content pages.
That is different from a business website on ordinary hosting. Shopify is the shop. A company site on Hostinger is a separate decision if you need a brochure site as well.
Theme editor versus development
The theme editor lets you add sections, change colours, upload logos and rearrange blocks on Online Store 2.0 themes. Many first stores never leave that screen. That is fine.
Development starts when you need a section the theme does not have, a product template that shows jewellery options correctly, a filter the theme cannot do, or an app that fights the theme. Then someone edits Liquid, CSS or a custom app.

The pages a first store usually needs
Home, collections, product, cart, a contact or WhatsApp path, shipping and returns, and a privacy/refund page. If any of those are empty, paid ads will send people into a hole.
Product pages do most of the selling. If you only polish the homepage, you are decorating the front door and leaving the shelf messy. Use the product page checklist when you are ready.

Apps, payments and India
Install apps only for a job you can name. Reviews, search and subscriptions are common. Each app can add a script. That is why speed work exists. See speed up a Shopify store.

How to brief a developer without wasting a week
Send the store URL or a competitor you respect, a list of products, the pages you need at launch, and what must happen after add to cart (COD, prepaid, WhatsApp). Say what you will edit yourself later. Ask for a written scope.
